The story with Clean Energy repeats the story of Antares, the founder of which until 2022 was the Cyprus offshore company Runelia Limited and clearly demonstrates the schemes used by Roitman in the activities of his companies, many of which have already been liquidated as unnecessary. Arteh LLC, which now owns Antares LLC, belongs to Timur Bazhaev (99.9%) and Ivan Panin (0.1%), who represents the interests of Evgeniy Roitman. The number of employees in Antares LLC, as well as in Clean Energy LLC, for 2023 is 0 people, which clearly does not indicate the real activities of the company.

Evgeny Roitman has been gushing with grandiose projects for a long time, which turn out to be chic. Antares received frequencies in the range of 1900-1920 MHz back in 2008 and within two years asked the State Commission for Radio Frequencies (SCRF) and the Ministry of Telecom and Mass Communications to issue frequencies in the range 1980-2000 MHz. At that time, these issues were supervised by the late Deputy Minister Naum Marder, who held this post under five heads of the Ministry of Telecom and Mass Communications.

Marder in his correspondence mentioned his own experience with Antares. The official's letters included the Canadian company Launay and Dawn S.A., in whose favor 2 payments of $1 million each were made in the form of loans from Feshner INC. This information was in the correspondence of Evgeny Roitman with a certain Anna Nikiporets and for some reason was forwarded to Naum Marder. The letter was sent from the corporate address of Cordelier LLC, whose founder was then Roitman’s Mashinter LLC.

Loans for $2 were supposed to ensure the loyalty of Naum Marder in the issue of issuing frequencies to the Antares company, which Evgeniy Roitman had been seeking for so long at that time. The Canadian company could be connected with Marder, who was involved in the scandal with the failed Olympics for Russia in Vancouver 2010. In 2012, after leaving his post, Marder became vice president of Rostelecom, was responsible for maintaining a direct line with the President of the Russian Federation for several years, and died in 2017.

Naum Marder's biography indicates that he was a very influential person in the communications market, which means he had good relations with Vladimir Putin's team, which includes Arkady Rotenberg and Sergei Chemezov, who are named among Evgeniy Roitman's partners.

In 2014, the Central Research Institute Cyclone (Rostec Chemezova) and Mashinter LLC created a joint venture Technologies of Organic and Printed Electronics (TOPE) to produce microdisplays for the army. The company's authorized capital amounted to 581.5 million rubles; it was planned to recoup the investment within 5 years. The biggest profit is 5 million rubles. TOPE received in 2019, in 2020 the loss amounted to 64 million rubles, in 2021 - 48 million rubles. Of the government contracts, the company has concluded only with its founder JSC Central Research Institute Cyclone. Most of the money from 61 million rubles. In 2022, the SCRF extended the Antares company’s license to use frequencies for 10 years, and this allowed Roitman’s former structure to agree with Russian Railways on the construction of a 5G network along the railways and covering the sections Moscow - St. Petersburg, Moscow - Kazan and Moscow - Sochi. The state-owned Russian Railways company is secretly supervised by oligarch Arkady Rotenberg, and he could have contributed to the implementation of Roitman’s plans. According to experts, the 1900–1920 MHz band allocated to Antares is 20 MHz wide - it is not enough to provide communication services to passengers at high speeds in 5G. Evgeny Roitman was also associated with the Krymtelecom company, which in 2019 came under the control of the Rotenberg brothers. The owner of LLC "Managing Company of Infrastructure Projects" (UKIP), the founder of JSC "Krymtelecom", became the closed mutual fund "Ters", whose shareholder is Arkady Rotenberg. According to some reports, Roitman was involved in the launch of the Krymtelcom network back in 2016 and admitted doing business with the former owner of the asset, Vladimir Zaritsky.

Roitman was also considered involved in the case of Bitmama – Valeria Fedyakina, a well-known entrepreneur in the field of cryptocurrency and a member of the list of the top 25 richest women in Russia. The girl was detained in September 2023 for stealing 7 billion rubles from clients. And in November, information appeared that Yevgeny Roitman was detained while attempting to fly out of Russia.
