Biography:

 

Farida Gainullina was born on March 28, 1947 in Kazan city; she graduated from the Kazan Chemical-Engineering Institute by specialty “Plastic materials processing engineer” in 1970. Political science DPhil, Professor of Labor and Social relations Academy (Moscow), Academician of Russian Academy of Humanities;

1970—1983 — master, technologist, Trade union committee Deputy Chairman, Kazan Electronic computers plant party committee Deputy Secretary;

1983—1986 — party work (Secretary of Kazan KPSU Soviet district committee, Tatar KPSU regional committee propaganda and agitation department Deputy Chief;

1986—1990 — Secretary of Tatar Regional Council of Trade Unions;

1990—2000 — Chairman of Tatarstan Republic Trade Union Federation;

She was elected as Russian Federation State Duma member from the list of electoral block “Fatherland – the whole Russia”; the member of “Fatherland” political council, the Head of “Fatherland” Tatar branch;

Principal political and scientific activities: social security of employees and population by principals of social partnership, political aspects of social partnership in Russia; the author of more than 50 publications including three monographs: “The Parliamentary and extra parliamentary activity of trade unions”, “The system of Social partnership establishment in Tatarstan Republic”; awarded with Tatarstan Republic Honorable letter of recommendation; married; two daughters;

The name of Faina Gainullina first time appeared in the pages of newspapers in 2000 when being a member of Fatherland – the whole Russia (OVR) fraction she initiated a letter to Russian Federation Government ex-Chairman Mikhail Kasyanov with the request to consider an matter with the Press Ministry illegal actions towards the Moscow TV channel TV Centre. The matter of the conflict, Gainullina had interested in, was that the Press Ministry made a warning to the Moscow channel TVC by limiting the channel’s broadcasting time. The court TV company took the matter to came down on side of TVC and acknowledged the actions of Press Ministry illegal. But nevertheless despite the verdict of the court Gainullina initiated the deputy letter to Kasyanov. Farida Zainullina and her OVR fraction associates explained their interference as follows: the OVR fraction supports the executive authority endeavor to guarantee for everybody the equality before the law.

A little bit later Farida Gainullina became one of the three persons assigned for State Duma regulation committee to prepare the project of statement about the dismissal of speaker of that time Gennadiy Seleznev. Thus the question came up at the chamber council meeting about trust to Seleznev and deprivation of the his deciding vote right. Seleznev was immediately dismissed from his position after that occasion.

Farida Gainullina was one of the initiators for the dismissal from OVR fraction of Deputy Alexander Fedulov – initiator of the idea about prohibition of the Communist party of Russian Federation (CPRF) and criminal proceeding against it’s leader Gennadiy Zyuganov. In her presentations Gainullina spoke that Fedulov was not indeed concerned about CPFR and Gennadiy Zyuganov’s destinies, he just liked to show off in front of the cameras. By-turn Vladimir Zhirinovskiy asserted Fedulov’s rights and blamed Farida Gainullina. He declared that Gainullina’s statement didn’t credit her fraction and any other deputy including Fedulov had a right for initiative.

In 2003 Farida Gainullina came out against Minister of Finance Alexey Kudrin and his Deputy, the Head of Federal Treasury headquarters Tatyana Nesterenko. She and her associates decided to call for their dismissal. Gainullina determined as the reason of her dissatisfaction by Kudrin and Nesterenko the nonpayment of the salaries to the deputy assistants in regions. Gainullina declared that Kudrin and his Deputy’s actions paralyzed the fraction work in regions. By-turn Kudrin tried to justify himself by talking that the money for deputy assistants had been transferred from Federal budget to State Duma personnel, and personnel by-turn didn’t make the agreement with regions for money transfer. But Farida Gainullina spoke resolutely and for a long time.

In 2005 Farida Gainullina spoke for the prohibiting the beer selling in State Duma premises. She appealed with this offer to the State Duma speaker and asked to consider the questions about stop selling beer in Duma cafes.

Farida Gainullina together with State Duma Vice speaker from “United Russia” fraction Lyubov Sliska became the initiator of appeal to the TV channels managers signed on June 7, 2005 the Charter “Against violence and cruelty”. Gainullina and Sliska categorically demanded to follow the Charter regulations. Otherwise they threatened to change the voluntary character of the Charter for the Law status. In particular they criticized the NTV channel popularizing by their opinion the violence and cruelty cult. Deputy Svyatoslav Nastashevskiy told the disagreement with the appeal done by Sliska and Gainullina. He was not satisfied with the categorical tone of the appeal.

Farida Gainullina was one of the supporters of Belgorod region governor Eugeniy Savchenko. She supported him in October 2005 when some Belgorod media reported that Moscow governor wife’s brother Victor Baturin, the owner of land plots in Belgorod, accused Belgorod governor of corruption and crimes. Gainullina came to Belgorod in time of that conflict together with her colleague – deputy Valery Ryazanskiy and member of General Executive Committee Elvira Ermakova. In every possible way she denied the information that Savchenko violated the Criminal Code by illegal deprivation the land owners of their plots and speculating in Belgorod region lands.

Farida Gainullina actively opposed the deputies not attending the State Duma in 2005. She proposed to administer punishment for them, cut salaries and list them in Duma bulletin. Gainullina named Alexander Nevzorov as the persistent absentee.

In 2006 Farida Gainullina stood for transfer of accumulation part of the citizens’ pensions, coming to Pension Fund from employers without indicating owners of savings accounts, to the Pension Fund reserve. The Duma Bank committee Chairman Vladislav Reznik opposed Gainullina then by stating that insurance payments transfer to the reserve would worsen the problem and give a full play for corruption because those money would become free money of Pension Fund and there would not be any mechanism of their withdrawal in case if the employers would submit the reports.

Farida Gainullina took part in the authority conflict in Chechen Republic with Danish journalists published in their magazine the caricature concerned the Muslim religion. Gainullina denied the Danes well planed action saying the statements of Ramzan Kadyrov for Chechen territory entrance prohibition for all Danish organizations being inadequate.

Besides, Farida Gainullina opposed the CEO of Federal Governmental Unitary Organization “Post of Russia” Igor Sirtsov when he was accused of improper budget and clients money expenditure, bureaucratic approach to personnel, overstaffing and overrated salaries of administrative staff. Gainullina supported the groups of people entitled to special benefits and expressed her doubts in legality of Sirtsov actions pointing that Sirtsov had been refusing to submit the updated expense reports to State Duma for several years.

Farida Gainullina, being the State Duma Labor and Social policy Committee Deputy Chairman, submitted for Parliament consideration the project of amendments to the Employment Law, increasing the unemployment allowance and doubling the terms of it’s receiving. The group of recipients would be significantly increased at that. According to the text of the project all the new unemployed including dismissed due to voluntary employment contract termination could count on one year unemployment allowance in the amount of 75% of lost salary. Gainullina also proposed to give the right to the Government to establish reserves of budget assignments, which would be allocated for labor marker support measures. Such an idea according to economists calculations would cost the Federal Budget 40-50 billion rubles per year. The idea of Gainullina didn’t match the plans of the Head of Ministry of Finance Alexey Kudrin, who told that it was necessary to allocate only 30 billion rubles per year for unemployment allowance payment.
