Biography:
Born 17 May 1954 in Leningrad. In 1976 he graduated from the Biology Department of the Leningrad State University named after A.A. Zhdanov; Ph.D. in Biological Sciences.
In 1979-1982 Reznik served as junior researcher at the All-Union Scientific Research Institute of antibiotics and enzymes of medical supplies (VNITIAF), the next five years as director and performer of tricks at various studios.
In 1987, Reznik became a businessman and was appointed deputy director general of industrial-technical association PTO “Russian Video". This company and its director Dmitry Rozhdestvensky subsequently participated in the electoral campaign in 1996 of the mayor of St. Petersburg Anatoly Sobchak. at the same time Rozhdestvensky was close to Vladimir Putin, who was at that time the head of the Committee of Foreign Economic Relations in the city hall of the Northern Capital.
In 1989, Reznik was elected deputy chairman of the board of directors of the bank "Rossiya", and in 1993 he became a member of the board of directors of the insurance AO “RusMed”, chairman of the Regional Insurance Company, board member of the Mandatory Medical Insurance Fund, a member of the board of directors of AO "Russian Reinsurance Society”. In September 1995 he was appointed chairman of the state insurance company Rosgosstrakh.
In the early 1990's Reznik was a member of political council of the St. Petersburg Branch of the movement “Democratic Choice of Russia". There is a reference to him in the media as to a former member of the St. Petersburg regional political council of the Party of SPS (Soyus Pravyh Sil/Union of the Right Powers). However, by the end of the decade, he changed his political views and joined the pro-Kremlin Interregional Movement "Unity" established on the threshold of parliamentary elections.
In 1998-1999, Reznik served as Chairman of the Supervisory Board of the insurance company "Rus’" and for some time served as a Board of Directors of OAO “Obi-Bank ", Mosbusinessbank, Petersburg oil bank. In addition, he was a member of the Expert Council on Insurance in the State Duma of Russia, expert of the Ministry of State Property – he obtained that post due to the familiarity with Anatoly Chubais.
In December 1999, Reznik was elected to the State Duma on the federal list of the electoral bloc "Interregional Movement" Unity "(Bear/ “Medved”)". In the Duma of the third convocation he was deputy chairman of the Unity Faction, deputy chairman of the Committee on Budget and Taxes. In December 2001, the political organization of "Fatherland", "Unity" and "All Russia" formed the party "United Russia", and then Resnik entered its General Council.
In December 2003, Reznik was re-elected State Duma deputy - as a candidate from electoral association "Unity" and "Fatherland" - United Russia. In the parliament of the fourth convocation, he became deputy head of the faction "United Russia", Chairman of the Committee on Credit Organizations and Financial Markets. And the same positions he took in December 2007, when he became a member of the State Duma of the fifth convocation under the list of "United Russia". The media reported that in Parliament he was the chief liaison between the State Duma and the government, one of the main shadow lobbyists in the Duma.
Over the years, in the State Duma Reznik became known as the initiator of laws and amendments to laws aimed at combating money laundering.
In the current Duma Vladislav Reznik, head of the Financial Market Committee, is the deputy head of the faction "United Russia". The size of his income is at the first place among members of parliament of the fifth convocation (1 162 million rubles). The sources of his income came from Staff of the State Duma, dividends, sale of assets, sale of shares in the share capital and earnings from investments.
Vladislav Reznik is married, his wife is a United States citizen. He has two children.

Earlier in his career, Vladislav Reznik was close to a group of people from the Tambov criminal community of St. Petersburg, although more specific information about the role Resnik played in the criminal hierarchy, is not in open sources. In the early 90's, Reznik was surrounded by known businessmen and politicians. Reznik maintained friendly and business relationship with German Gref, with the father and son Molchanov. Yuri Molchanov later became vice-governor of St. Petersburg, and his son Andrey Molchanov - Senator from the Leningrad Oblast. In 1995, the companies of Yuri Molchanov and Vladislav Reznik acquired in the joint use the building on Plekhanov Street in St. Petersburg – thanks to his friendship with then-vice mayor and head of KUGI, the late Mikhail Manevich, who helped solve a difficult problem with the purchase of the object in the center. In 1994, the name of Vladislav Reznik was mentioned in connection with the tragedy that occurred with the deputy head of presidential press service of Russia Sergey Belenkov – the official was a member of sexual minorities, and during a homosexual orgy fell out of the window of his apartment in Moscow. Investigators of the Kremlin security service found out the names of 15 gay men who have held various positions in the presidential administration and large companies. Vladislav Reznik was among those people in the list.

The media became interested in Vladislav Reznik in the beginning of his political career. After his membership in the St Petersburg branch of the movement Democratic Choice of Russia and St. Petersburg regional political council of ATP, Reznik joined the pro-Kremlin Interregional Movement "Unity". The press reports that when the lists for election to parliament were entered the candidacy of Reznik was called into question because of ambiguity of his biography. Nevertheless, he was included in the list of candidates as "very important" entourage man for Vladimir Putin.

The scandal with Vladislav Reznik involved took place in 1995, while he served as chairman of the Board of Rosgosstrakh. Reznik tried to privatize a state-owned company, but after criticism received from a number of Duma deputies the Chamber privatization plans were withdrawn. It was reported that according the scheme developed by Reznik, 30 percent of the company shares had to be passed to the firm “RGS-Trust" settled by the leadership, Reznik could get an exclusive opportunity to privatize Rosgosstrakh. This angered members of the insurance market and the privatization of the company was abolished by the decision of the State Duma, and Reznik was removed from his post: he was accused of illegally spending, withdrawal of assets and financial irregularities. But in June 1998, Reznik won a lawsuit in Nikulinskaya intermunicipal court of the North-West district of Moscow on reinstatement, and after 3 years he won another court - the claim to the Ministry of State Property and Rosgosstrakh. According to the court, all actions of Reznik as chairman of the board of Rosgosstrakh were recognized valid. Despite the vague details of the scam, it is known that people participating in it have played a significant role in Russian business: the CEO of Ilim Pulp Zakhar Smushkin, in those years the head of SBS-Agro, Alexander Smolensky, director of the department of capital investments, Ministry of Regional Development - Vladimir Kogan.

In 2002 Vladislav Reznik sold his 50.2% stake in a St. Petersburg insurance company "Rus" for $ 10 million to Germany's insurance group, ERGO. At the beginning of his parliamentary career, Vladislav Reznik became the object of attention of his colleagues who did not like that Reznik had been providing assistance to foreign businessmen. One high-profile scandal was associated with the insurance business of Reznik. The European Commission lobbied the interests of foreign insurers in the Russian market, while some members of the Russian Government acted against it, including Finance Minister Alexey Kudrin, who believed that in this case large amounts of money would go to the West. In 2004, the first president of the All-Russia union of insurers Gennady Duvanov sent a letter to the then President Vladimir Putin, which described a scheme for bribes taking by Vladislav Reznik and his associates in the State Duma for issuing licenses to insurance companies. Duvanov accused Reznik that he had been patronizing the officials of the Ministry of Finance for his share of criminal money. According to Duvanov, Mikhail Motorin, Deputy Minister of Finance consisted in a corrupt scheme along with Reznik, he was overseeing the Department of Insurance Supervisors; as well as Konstantin Pylov, Head of Insurance Supervision Ministry of Finance of Russia; Alexander Koval, MP, President of the All-Russia union of insurers, and Alexander Biliari, Executive Director All-Russian Union of Insurers. The scandal erupted around Vladislav Reznik in the fall of 2008, when his villa in Spain was searched. Then the Spanish police seized documents, computers, and wine collection worth 90 thousand euros. The reason for the visit of the police to the villa of Reznik was his acquaintance with the businessman, one of the leaders of the Tambov criminal group in Petersburg, Gennady Petrov, who had recently been arrested in Spain. Gennady Petrov, together with several Russians was accused of money laundering, tax evasion and the establishment of a criminal structure, which traded in contraband, arms trafficking and murder. According to the Spanish indictment, Petrov was associated with the leader of the Tambovskaya criminal group - Vladimir Kumarin (Barsukov), arrested in Russia in the 2007; later he was convicted for the murder and property seizure. Reznik’s villa in Spain was included in the charter capital of the company, which had had a bearing on Petrov previously. The company had also received money from the Swiss organization associated with the relatives of another prisoner - Alexandr Malyshev, another leader of the St. Petersburg criminal gang. The press wrote that the Spanish prosecutor's office issued a warrant of arrest of Reznik, since it possessed all the documents confirming that Petrov and Reznik had engaged in suspicious money-laundering operations. Another embarrassing information revealed during the Spanish conflict was as follows: Vladislav Reznik and his wife Diana Gindin (head of the First Boston Bank in Russia, representative of Credit Suisse in there) bought a Spanish company, that had been owned by Petrov's Centros Comerciales ANTEI, its commercial purpose was the construction and operation of trade centers in Russia. The acquisition was executed through front companies, in particular, the company Inversiones Gudimar, created in Madrid in November 1998. One of the goals of those transactions was the purchase of house and two estates in Calvi, yachts worth two million euros. State Duma Speaker Boris Gryzlov defended Reznik and called the persecution of Reznik by the Spanish police a provocation against Russia.

In August 2009 the Spanish justice claimed that there was evidence of involvement of Chapter Committee on Financial Markets Vladislav Reznik in the kidnapping of the son of man who had indebted the Russian criminal boss Gennady Petrov 30 million dollars. The Spanish court questioned the criminal authority of Spain Luis Rodr?guez Pueyo; in April 2008, he attempted to steal the older son of the head of a large construction corporation, Francisco Hernando Contreras. Pueyo claimed that he acted by order of the Tambovskaya criminal group, to which Contreras had owed $ 30 million, and that the abduction was conducted by the order of the State Duma Deputy Vladislav Reznik.

In 2010, Vladislav Reznik initiated immediately the two bills, lobbying the interests of large insurance companies. The essence of one of the bill is that the professional association of insurers (created and operated in accordance with the Federal Law of April 25, 2002 № 40-FZ "On mandatory insurance of civil liability of vehicle owners") shall have the right to determine the order of allocation of manufacturing forms for insurance policies of compulsory insurance, as well as the procedure for suspending the shipment of forms of insurance policies of compulsory insurance to insurance companies.
As a result of this bill, the leadership of this organization will be able to regulate the market by distributing OSAGO forms of insurance policies. Another bill established a minimum base amount of the authorized capital of a health insurance organization conducting mandatory health insurance in the amount of one hundred and twenty million rubles. This bill is also beneficial for large insurance companies, because it allows them to provide services exclusively in the field of compulsory health insurance.
