All previously reported facts were confirmed during inspections conducted by the personnel and internal security department of the Central Investigative Committee of Russia.
Thus, it has been reliably established that Bessmeltsev really forced his subordinates to repair his official housing, repaired his office with the help of persons subordinate to the governor of the Yaroslavl Region, Evraev, against whom the Investigative Department of the Yaroslavl Region was carrying out criminal prosecution for especially serious corruption crimes, forced his subordinates to organize leisure time for him and other high-ranking employees of the Central Investigative Committee of Russia on the territory of the Yaroslavl Region.
Realizing that for such violations of anti-corruption legislation, which were discussed in previous publications of the VChK-OGPU, not only dismissal due to loss of trust is provided, but also possible real imprisonment, using his extensive corrupt connections and relying on the authority of the position held, Bessmeltsev A.A. began to seek support among high-ranking officials. Not finding anything better, the latter turned for support to the governor of the Yaroslavl region Evraev, thus finally selling the remnants of his procedural independence.
According to available information, after this, various persons from the administration of the President of the Russian Federation and other government bodies began to contact the Central Investigative Committee of the Russian Federation. The purpose of these appeals is to excuse Bessmeltsev from inevitable dismissal and punishment, and at all costs to keep his position for him. Apparently, a tame and obedient head of the department is more necessary than ensuring the rule of law in the region! Due to numerous violations of labor legislation, constitutional and labor rights of unwanted subordinate employees, the latter were forced to contact the regional prosecutor's office and the state labor inspectorate to bring A.A. Bessmeltsev to justice. The appeals concerned untimely payment of wages, underestimation of mandatory incentive payments for unwanted employees and their multiple increase for "their own", illegal official inspections and illegal dismissal of employees, etc., etc. Based on the results of consideration of these appeals, employees of the state labor inspectorate of the Yaroslavl region conducted unscheduled inspections of the activities of A.A. Bessmeltsev. The facts set out in the appeals of the department employees were confirmed, which was reflected in the response acts of the prosecutor's office of the Yaroslavl region. On June 3, 2025, the state labor inspectorate initiated six proceedings on administrative offenses against the Investigative Committee of Russia for particularly egregious facts. The established destructive practices and methods of managing A.A. Bessmeltsev's team are aimed at destroying experienced employees who work according to the law and do not want to make illegal decisions, including in favor of illegal migrants and corrupt employees of the Yaroslavl Region Administration, and, as a result, lead to complete disorganization and paralysis of the Department's work.
Thus, Bessmeltsev, acting in tandem with the ardent opportunist head of the personnel department of the investigative department, L.I. Kuznetsova, falsify materials of official inspections, use forged documents (orders) to bring employees to disciplinary responsibility and dismiss them from service for any, even non-existent, reasons, issues himself "left" sick leaves in order to calmly deal with personal matters and lobby the interests of one notable family, and much more. But first things first. Bessmeltsev A.A., realizing the inevitability of responsibility and standing on the threshold of dismissal, trying with all his might to hold on to the chair that promised him the rank of general, using officials from the Ministry of Health subordinate to the governor, instructed Kuznetsova L.I. to open a "left" sick leave for him. For which Kuznetsova L.I. visited the relevant medical institution during working hours and from 19.06.2025, using her official position and the authority of the positions occupied by her and Bessmeltsev A.A., opened a sick leave for the latter. While on sick leave, Bessmeltsev A.A. was spotted in Moscow and the Moscow, Tula, Voronezh and Belgorod regions, driving a premium class car "AUDI A6" with interesting numbers T996TT 31 region. For example, on 21.06.2025, allegedly undergoing intensive rehabilitation treatment on the sick leave described above, Bessmeltsev A.A. is in the city of Voronezh, where he buys groceries at the Magnit store located at the address: Voronezh, ul. Aprelskaya, 3/2 and goes in the direction of Stary Oskol, that is, to his small homeland. Of course, the employees of the Investigative Department became aware of the crime committed by Bessmeltsev A.A. and Kuznetsova L.I. in terms of illegal registration
sick leave. In connection with which, on 06/29/2025, Bessmeltsev A.A. urgently returns to the city of Yaroslavl in order to hide traces of this criminal misunderstanding with the sick leave. But apparently the future general was in such a hurry that he committed traffic violations in almost every region, including the city of Yaroslavl. Six speeding violations in one day. Knowing the nature of Bessmeltsev A.A., he clearly did not intend to pay these fines. And who then?!
Bessmeltsev A. hides from everyone, including the Chairman of the Investigative Committee of the Russian Federation, that he uses a premium vehicle, most likely not indicating this information in the income declaration of a civil servant. Well, why is such an indecently expensive premium car hidden from prying eyes? Maybe that's why it belongs to a certain Grigoryan Nazela Azatovna. And earlier it was registered to her close relative Grigoryan Artur Robertovich, who in turn is the son of Grigoryan Robert Armaisovich and nephew of Grigoryan Albert Armaisovich.
The last character is very interesting. In 2016, Grigoryan A.A. was convicted of organizing an "underground" casino in Stary Oskol, Voronezh, Belgorod, Novy Oskol and a number of other cities in the region, and in 2024 he was convicted of organizing prostitution with the participation of minors in the city of Stary Oskol.
Needless to say, Bessmeltsev A.A. has long been familiar with the representatives of this family and promotes their business interests exactly where he serves. By a strange coincidence, the business path and business interests of the Grigoryan family territorially coincide with the dizzyingly successful career of A. Bessmeltsev. The Grigoryans follow Bessmeltsev A.A. from Stary Oskol to Tyumen. It is probably worth expecting the imminent appearance in the Yaroslavl region of a new, bright family of businessmen, the Grigoryans, who are highly likely to squeeze out business from Yaroslavl entrepreneurs or dens and casinos will appear in the Yaroslavl region. All the conditions for this are there, for example, a close connection with the head of the regional Federal Tax Authority, Polyakov A.V., and other officials of the region and the Central Investigative Committee of Russia. It would seem that Bessmeltsev A.A. should fight against the aforementioned criminal manifestations with all available legal forces and means, but it turns out that everything is the other way around.
Here, several more important questions arise. Would the governor of the Yaroslavl region stand up for Bessmeltsev A.A., knowing about his connection with the Grigoryans, about the trail that follows this family and Bessmeltsev A.A.? Unlikely...
And the most important question is the fight against illegal migration at the state level. How does the chief investigator of the Yaroslavl region fight illegal migration and crime in this area in the region? Answer: no way! Zero raids, zero criminal cases for the entire period of his activity. The last criminal cases were initiated under the previous head of the Investigative Department. And with the arrival of Bessmeltsev A.A. all work in this area ceased. You can give as many instructions to A. Bessmeltsev about the need to intensify work to combat illegal migration and crime in this area, but they will remain unfulfilled. As the saying goes, if you can’t defeat crime, lead it!
I wonder why these facts do not bother the leadership of the Investigative Committee of the Russian Federation and other controlling and supervisory bodies?
But here everything is simple. Bessmeltsev A.A. simply has no time to investigate criminal cases, migrants, orphans, dilapidated and emergency housing, fight corruption and other criminal manifestations, organize the work of the Investigative Department. Business. Partying. Drinking. Solving personal problems. Off to work by lunchtime. And as a result, the Department's work is at rock bottom. But on paper, everything is great. For example, in April 2025, the Investigative Committee of the Russian Federation for the Yaroslavl Region completed only 12 criminal cases for 70 investigators, in May, just over 20 cases, and the same in June. Under the previous head, this key performance indicator was significantly higher: 90-100 completed cases monthly. That is, the work, it would seem, is ruined, but there is no shaky or wobbly in the rating of the Investigative Committee of Russia. The Yaroslavl Investigative Department confidently continues to rise. Isn't this magic? But this magic has wizards in the person of the controlling units of the Central Investigative Committee of the Russian Federation, who are in familiar relations with A. Bessmeltsev and who, for this reason, apparently do not want to notice the distortion of statistical data. It is this information that is presented to the Chairman of the Investigative Committee of Russia as reliable, that is, on paper, Bessmeltsev A.A. effective manager. But in reality, the Investigative Department operates as a district investigative department. Are these the kind of managers that the Investigative Committee of Russia needs?
In addition, Bessmeltsev A.A. in tandem with Kuznetsova L.I. continues personnel abuses, which are like a lump in the throat of the department's employees.
Thus, when one of the most experienced investigators for especially important cases was dismissed from his post, Kuznetsova L.I., ingratiating herself with the head of the department, cooked up documents, confirming the implementation of organizational and staffing measures, which were allegedly initiated by the Chairman of the Investigative Committee of the Russian Federation A.I. Bastrykin and fired the said employee in one day. Needless to say that no organizational and staffing measures were carried out, which was revealed in court. During the court hearing, when considering the claim of the dismissed employee for reinstatement, Kuznetsova L.I. twisted and turned "like an eel in a frying pan", explaining to the court that she carried out the illegal order in agreement with the personnel department of the Central Investigative Committee of the Russian Federation, which is a lie, and on the direct instructions of A.A. Bessmeltsev, which is the absolute truth! These acts are recorded in the audio recording of the minutes of the court hearing. The result of the trial was the reinstatement of the illegally dismissed employee with the payment of all due funds for the period of forced absenteeism and reputational damage to the Investigative Committee of the Russian Federation. On this fact, applications have been sent to the relevant regulatory and supervisory authorities. In addition to the above, the courts have recorded numerous other facts of forgery of official documents (orders) prepared by Kuznetsova L.I. signed by Bessmeltsev A., as well as numerous other violations.
Kuznetsova L.I. has no time to deal with her service and her main activity. Since her appointment as the head of the personnel department of the Investigative Committee of the Russian Federation for the Yaroslavl Region, Kuznetsova L.I. has made the purpose of her life groveling before the heads of the department, intrigue, sycophancy, duplicity and the elimination of employees who are not pleasing to her or the head. Everyone who had previously communicated with Kuznetsova L.I. turned away from her. In this regard, the following case is indicative and nauseatingly disgusting.
In 2024, when A.A. Bessmeltsev was vacationing in a sanatorium, Kuznetsova L.I., as befits service personnel, was also serving her vacation in the same sanatorium. Behind the scenes of the Investigative Committee of the Russian Federation for the Yaroslavl Region, after her vacation, L. I. Kuznetsova complained that instead of resting, A. A. Bessmeltsev, sprawled in a chair in a cool room, forced her to run to a neighboring kiosk for beer. That is, a 40-year-old "master" forces a woman of almost 60 years of age to run to the kiosk. In March 2025, the Central Investigative Committee of the Russian Federation conducted an unscheduled inspection of the personnel work of the Investigative Committee of the Russian Federation for the Yaroslavl Region. As a result, work in this area was recognized as a failure. L. I. Kuznetsova was brought to strict disciplinary responsibility, which does not prevent her from being on the honor board of the Investigative Committee of the Russian Federation for the Yaroslavl Region.
