That year, 26% was transferred to one of the shareholders of PJSC GC Samolet, Pavel Golubkov. His brother, Dmitry Golubkov, is a deputy of the Moscow State Duma. Golubkov is an associate of the Governor of the Moscow Region Andrei Vorobyov, from 2012 to 2020 he headed Mosoblgaz, and is currently a member of the board of directors of the company, as well as the chairman of the board of directors of PJSC GC Samolet, which confirms the company's connection with the government.

The CEO of Dorstagen Limited is Olga Mikhailova, her namesake worked as a realtor at Samolet Plus LLC. Mikhailova is the director of several other Cypriot offshore companies. Partners of Dorstagen Limited are Anton Elistratov, Pavel Golubkov, Denis Kondrakhin, Mikhail Kenin, Druzhba-Center LLC, Samolet Group of Companies, ZPIF combined Proektny, Samolet Development LLC, SZ Milvertin LLC and Samolet Plus LLC.

The company Samolet Plus LLC now positions itself as a structure operating separately from the Samolet Group of Companies, but this is not the case. The founders of Samolet Plus LLC are Samolet Plus JSC, created in March, and Samolet Reserve LLC, owned by Samolet Group of Companies PJSC. The beneficiaries of Samolet Plus JSC are not disclosed, but it has the same CEO as Samolet Plus LLC - Alexander Popov. The revenue of the structures he manages in 2023 amounted to 1.5 billion rubles, loss - 2 billion rubles. Of these, 1.6 billion rubles were attributable to Samolet Plus LLC, a partner of the Cypriot offshore Dorstagen Limited.
