As follows from the court documents on the arrest of the head of the company "Blago Invest" Dmitry Fosman, his lawyers offered a gigantic bail of 100 million rubles for him. At the same time, they insisted that there was no evidence of Fosman's guilt in the case materials. However, investigators objected that Fosman's guilt was confirmed by Fosman's confrontation with lawyer Vladimir Bublikov (at the time of the crime he worked at OOO "RKT") and Fosman's confrontation with Sergei Rogachev (the founder and owner of OOO "RKT"). Bublikov and Rogachev are also defendants in this case. RKT provided legal services to "Blago" and, according to the investigation, helped "Blago" carry out fraudulent asset valuation, which made it possible to steal VEB.RF funds in the amount of over 7 billion rubles. Answer by Bublikov V.V.: Around 2014, Fosman Arkady attracted the RKT company, where I worked at that time, to support a project for the purchase at auction as part of the bankruptcy of a group of companies of an oil extraction plant in the Voronezh region. We were tasked with legally supporting the conclusion of lease agreements for the complex, conducting an inventory, assessing the property (real estate with the exception of Rosagroleasing) and the subsequent organization of the sale in favor of investors, i.e. of the Blago group of companies. Separately, Arkady Fosman set the task that the assessment that we carried out within the framework of bankruptcy should not exceed 1.5 billion rubles. Dmitry Valerievich Fosman also knew about this (about the assessment with a certain value of the property) and the current news of the project, in my deep conviction, since sometimes he, together with Arkady Fosman, flew to Moscow, where meetings were held with my participation and the participation of Rogachev S.A. The subject of these meetings was the discussion of current issues on the project, including the assessment of property and the holding of auctions. I also remember that in the summer of 2016, Dmitry, Arkady Fosman, and I came to Svyaz-Bank to meet with Kopeyko and Nozdrachev to sign and conduct final negotiations on the conclusion of the assignment agreement. The signing did not take place that day and was postponed to a later date. As part of the task of assessing the property, I, on Rogachev's instructions, assigned the assessment to Grigoryan's appraiser Garegin, he was given all the primary documentation and other documents, everything that was needed for the assessment, and was instructed to stay within the limit of 1.5 billion rubles. The result of his work was an assessment of about 1.3 billion rubles, that is, he "fitted" into the limit. Subsequently, the property was transferred to auction in the summer of 2016. The organizer of the auction was OOO Pravovoye Byuro, a company controlled by OOO RKT. The electronic platform was the Arbitat company. Sergey Rogachev had a relationship with the owner of the company, Gulyaev Evgeny, and as part of the auction for the sale of the property of ZAO Masloproduktbio, Evgeny Gulyaev informed Arkady Fosman's authorized representative at the end of the auction the prices in the bids of the other participants in the auction (4-5 companies), which allowed Arkady Fosman to set the maximum price higher than the others and win this auction.

I admit that I could have seen Bublikov V.V. before 2017 and we could have been introduced to each other, but we met specifically while working on the Ertil plant. I do not confirm the testimony of Bublikov V.V. regarding personal meetings with him, Rogachev S.A. and my brother on the oil extraction plant project in Voronezh, because Shadrirov was the head of the executive directorate and the financial and the legal block, I was engaged in commercial activities in the company, so I was not invited to these meetings. I knew nothing about the need to evaluate the property at a certain cost and that my brother had set such a task. I also did not know that the auction was held by the Arbitat platform and my brother Arkady was given information about the prices offered by the bidders so that he could offer a better price. I confirm the testimony of Bublikov V.V. that I came to Svyaz-Bank to sign some documents, but the signing did not take place and there were no negotiations. I was standing in the corridor with Bublikov V.V., but my brother told me that the signing would not take place that day. I also doubt that my brother Arkady personally interacted with Gulyaev, I can assume that Gulyaev communicated certain information to Rogachev, and he in turn communicated it to my brother Arkady.
